Frequently Asked
Questions

Answers to the most common questions about Law No.3 compliance, structural inspections, NDT testing and building certification.

Full FAQ →
What is Dubai Law No.3 of 2026?

Law No. (3) of 2026 — Quality and Safety Certificates for Buildings in Dubai — requires every building in Dubai more than 20 years old to obtain a Quality & Safety Certificate from a licensed engineering office. The certificate confirms the building's structural safety and compliance with Dubai Municipality standards.

Which buildings require a Quality & Safety Certificate?

All buildings in Dubai that are more than 20 years old are required to obtain a certificate. This applies to residential, commercial, mixed-use and industrial buildings. Building owners, Owners Association management companies, developers and facility managers are all affected.

How long does the certification process take?

The standard New Nordic process takes 3–4 weeks from mobilization to certificate delivery. Site assessment is completed in Day 1–2, NDT testing Day 2–5, laboratory analysis Day 5–10, structural report Day 10–20, and the Quality & Safety Certificate is delivered upon report acceptance.

What happens if defects are found during inspection?

If defects are identified, New Nordic's in-house structural strengthening team can design and supervise remediation. The client does not need to find separate consultants or contractors — one responsible partner manages the process from inspection to remediation and final certification.

What NDT methods does New Nordic use?

New Nordic uses ground penetrating radar (GPR), ultrasonic pulse velocity (UPV), rebound hammer, half-cell potential testing and impact-echo. All equipment is owned and operated in-house — no subcontractors — enabling faster mobilization and more reliable results.

Does New Nordic provide stamped engineering reports?

Yes. All structural reports are bespoke, technically evaluated and stamped by a qualified professional engineer. They are prepared specifically for Dubai Municipality requirements, not based on generic templates — reducing the risk of report rejection.
